Rapid-Qoi

Recently updated my fast QOI format encoder/decoder to finalized spec. https://crates.io/crates/rapid-qoi

And after some considerations made it unsafe-free.

Still runs a bit faster on most kinds of images than reference implementation.

I plan to optimize it even more and extend API for usages where storing whole image in memory is undesired.
