Announcing actix-web-lab 0.x

I'm polishing up Actix Web v4* and there's been a "feature freeze" so I've collected some of the promising PRs that are now destined for v4.x into a crate that may prove useful to many right now. So...

Announcing 🧪 actix-web-lab crate docs

Basically it's some handy utils that aren't constrained by: needing polish, MSRVs, or worrying about breaking changes. I will keep this crate around post-v4 too and it will serve as a testing ground for upcoming features.

Some highlights of what's included already:

• LazyData extractor docs
• Redirect service docs
• simple Json extractor using const generics as a payload size limit docs
