Is it true that ThinLTO can make more performant executables than Full LTO?

I thought it was common consensus that ThinLTO can optimize almost as much and sometimes just as much as Full LTO can, but this article on the Rust Blog seems to indicate that ThinLTO can do even better in some cases. Is this true? And if so, how is this possible?
