Can Rust do every low level stuff C/C++ do?

I know, it's not the perfect question.

Is there any app or functionality Rust (or Python if you will) can't do that C/C++ can?

I'm not asking about idiomatic things that you can or can't do in a language. For example Rust doesn't have "goto" but ı'm not asking that. I'm asking is there a functionality or product that you can't create in Rust.

I'm mainly asking, is there literally anything you can't achieve using a programming language, Rust in this case. For example can you do networking, can you contact with cpu kernel graphics cards sound card. Is my question obsolete?

I wanna play with C/C++ or Rust (Assume I can't play with them both at right now.)

But I'm inclined to Rust it takes my attention more so I wanted to learn if there's anything I can't do.

I'm guessing there are some things PHP can't do. Contact with every part of computer maybe.
