Are crate versions numbers all low because Rust just works?

I’ve noticed that a lot of crates and rest have low version numbers. What I mean is that a lot of them that I common the use have not even hit version 1.0. Is it because this is the naturally slow course of library development across all programming languages or are Rust crates comparably slow because they don’t need fixing?
