Meson 1.0 release candidate tagged with stabilized Rust module

Yesterday the Meson build system tagged the first release candidate for their 1.0 release (1.0.0rc1), after spending almost 10 years in 0.x phase. Honorary of the Meson 1.0 release is the stabilization of the Rust module, which happened in PR \#11072.

The rust module provides helper to integrate rust code into Meson. The goal is to make using rust in Meson more pleasant, while still remaining mesonic, this means that it attempts to make Rust work more like Meson, rather than Meson work more like rust.
