Why Rust has no constraints on struct for HashMap?

What is the reason Rust doesn't have any constraints on type parameters for HashMap, i.e. K, V for HashMap<K, V>? It's impossible to use HashMap if keys don't have Eq + Hash? Is there any deep reason for this or is it just a historical accident?
