The moderation team can:

  • Ban anyone from becoming a council member
  • Remove sitting council members
  • Ban anyone from participating in the Rust project

Furthermore:

  • The moderation team has a permanent seat on the council
  • The moderation team's purview is protected from being changed by the council
  • The moderation team has the exclusive privilege to decide and modify its policies
  • The moderation team has the exclusive privileged to nominate contingent moderators
  • The only way a moderation team member can be removed from their position is by either them stepping down or dissolving the whole council and moderation team
  • When the moderation team is dissolved they are automatically replaced with the contingent moderation team, to which they have the exclusive privilege of nominating members
  • Whenever it is in question whether something is within the scope of the moderation team to decide, it is assumed that it is indeed within the scope of the moderation team -> Everything is within the scope of the moderation team

Oversight over the moderation team:

  • The council can ask the contingent moderators to audit the moderation team. The result is then reported to the council and the moderation team. The moderation team then has the exclusive privilege to decide whether to modify its policies based on the result or not.
  • The Council unanimously votes on whether to dissolve itself and the moderation team. The contingent moderation team then becomes the new moderation team <- BUT: The moderation team can remove any council member at any time and can block anyone who is to their disliking from becoming a member of the new council

.

I am not convinced that this is a good idea ...
