Is a Framework like Django possible in Rust

Are there any features in Django that wouldn't be able to implemented in Rust(due to not having duck typing, due to not having OOP etc)

I'm curious because there are only simple Flask like frameworks in Rust and even in them you have to manually add all routes in the main function unlike flash where you use a decorator.
