Rust HTTP libraries getting slower?

I may be naive in how these benchmarks are ran and what it all entails but rusts hyper http implimentation and actix web (I understand the drama) have both been getting slower and performing worse in benchmarks over time.

see https://www.techempower.com/benchmarks/#section=data-r18&l=yyku7z-6bj&test=plaintext where hyper serves just over 7M req/s on a plaintext response but 3 years later (https://www.techempower.com/benchmarks/#section=data-r21&test=plaintext&l=yyku7z-6bj) it comes under 6M req/s on the same hardware.

The same trend is even more dramatic for Actix-web (7M vs 3.6M)

Some Java and C# libraries even start to creep faster than these rust implementations, it seems like Actix-web and Axum (hyper) are losing some of their golden performance claims?
