Should std come with a more feature complete time module ?

Question is a bit oriented, but because of some important dependencies in my tree, I have to juggle with \chrono\\ and \time\\ types, sometimes \std::time\\ types.
When I look at the code of those dependencies, they are mostly doing very basic stuff like serializing, deserializing and quite basic arithmetic.
I have the feeling that time is a common enough thing to use in any software so that it could be part of std.
Curious to hear about your thoughts.
