Announcing Underway: robust and simple background jobs via Postgres and SQLx

I'm pleased to announce an initial release of Underway:

Underway provides a robust and simple framework for authoring background jobs in Rust.

It's built around Postgres and is meant to be a plug-in solution for applications already using Postgres and SQLx.
