Is it a bit strange to write simple websites and part of the frontend in rust?

I apologize in advance for the stupid question.

I have a big php project right now and I would like to try writing something in rust.

I wanted to know everything from you right away:

1. Are there frameworks in rust like Laravel or similar so that you can work with html, as it does in laravel using blade, and doesn't it strain and affect overall performance?

2. Should I avoid specific ORMs and do they add much delay to query formation? Because in Laravel, its orm adds a lot of latency, which was once a problem for me.
